Roles of Commune Chiefs in Land Business
As you know decentralization reforms has brought along with commune councils for six years ago. The elected councils and commune chiefs shall have important roles in serving local people and development through their decentralized powers and authorities. While I have noticed that they are serving their roles well in developing their communities through building of rural roads and other necessary infrastructure, I also noticed that commune chiefs have a very tremendously important roles in facilitating business transaction in real estates. Adding to this, what I noticed is about the increasing roles of village chiefs, playing roles as real estate agents or agents to submit land titles to commune chiefs and district governors.
I know about this while I go to see some plots of lands with my friends. My knowledges and experiences in decentralization also makes me know that now commune chiefs and village chiefs are very busy and some time they do not come to office to work. Some of them just come of commune offices around one or two hours in the morning and then go back. If local people want to find help or assistance from them, people shall go to their houses or go to their farms. Do you think this makes a big challenge for decentralization?
Commune chiefs and village chiefs including commune clerks become rich. This is real at where there is high transaction of real estate business. They earn a lot of money and thus they may not take measure to educate people not to sell land for social purposes only. If this is a real case and still continue, the end results will harm the poor.
Considering, to my point of view, the government shall issue a warning letter and instruct local authorities, commune chiefs and village chiefs to educate people on land selling. Otherwise, you all can imagine what will happen. It will not only be social issues, but also a barrier to agricultural production and economic development.
